Distributing a Cosmetic Nail Cream Through Pharmacies — Where It Fits and What You Carry
Pharmacies and parapharmacies are a main European channel for nail and foot care, and their shelves are divided by regulatory category. This page is for distributors assessing our herbal nail cream for that channel: which shelf it can occupy, what the distributor takes on as responsible person, and what we supply.
The shelf reality
Walk into a European pharmacy and ask for something for a fungal nail, and you will be shown two kinds of product. Authorised medicines, such as amorolfine nail lacquers. And CE-marked medical devices, the pens and lacquers that act on the nail environment and carry a notified body number. Both are allowed to make claims about fungal infection because both went through a process that supports them.
A cosmetic did not, and cannot use their claims. A cosmetic that makes them risks delisting by the pharmacy chain and, in some countries, action by the authority.
| Shelf | Typical products | Can our cream sit here? |
|---|---|---|
| Fungal nail treatment | Authorised medicines; CE-marked medical devices | No. It cannot make the claims this shelf is built on |
| Foot care | Hard skin, heel and foot creams, files, insoles | Yes, as a nail and hard-skin care cream |
| Nail care / dermocosmetics | Nail strengtheners, cuticle and nail conditioning products | Yes, for thick, rough or discoloured-looking nails |
| Natural and herbal | Botanical skincare ranges | Yes, where the range allows a salicylic acid formula |
What the distributor carries
In the EU every cosmetic needs a responsible person established in the Union. For an imported own-brand or distributed product, that is usually the distributor or the brand owner, or a specialist service they appoint. Great Britain has the same structure with its own notification service.
- Notification on CPNP (EU) or SCPN (GB) before the product is placed on the market.
- A product information file, including a cosmetic product safety report signed by a qualified safety assessor. For this product the report should address the five-to-seven-day wrap explicitly.
- Labelling in the language of each country, with the responsible person’s name and address.
- Collection and reporting of serious undesirable effects to the authorities.
- Claim wording that stays within the cosmetic category in every market.
What we supply to make that work
The formula contains no antifungal drug active. It is supplied as a cosmetic nail and foot care preparation, not as a medicine.
Buyers are responsible for registration and claim wording in their own market — EU/UK CPNP or SCPN notification, US cosmetic labelling under MoCRA, or the local equivalent.
We supply ingredient breakdown, manufacturing details and product photography to support a buyer's own notification dossier.
We do not supply the product with drug claims, and we ask partners not to market it with claims to treat, cure or prevent a fungal infection.
What your safety assessor will ask first
- Salicylic acid. The formula runs at 1.6–2.0% against an EU ceiling of 2.0%, so the batch assay matters. Salicylic acid guide.
- The Pseudolarix extract. No CosIng entry was found under its genus, and its pseudolaric acid content will be requested. Pseudolarix dossier.
- The Impatiens extract. Which INCI entry fits the plant part, and its naphthoquinone content. Impatiens dossier.
- The Sophora extract. Root versus whole-plant declaration, and alkaloid content. Sophora dossier.

Common questions
Can the cream go on the fungal nail shelf in a pharmacy?
Not with the claims the products on that shelf make. In European pharmacies that bay is mostly authorised medicines and CE-marked medical devices. A cosmetic belongs in foot care and nail care, presented for thick, rough or discoloured-looking nails, without treatment claims.
Does the product hold ISO 22716 or any other certification?
No. No third-party certification is held for this line. The ISO 13485 and CE marks on Edaochi's medical device catalogue do not apply to it. If your pharmacy wholesalers require a certified cosmetics manufacturer, you should know this before sampling.
Who is the responsible person in the EU?
The distributor or brand owner placing the product on the EU market, or a service they appoint. The responsible person notifies the product on CPNP, holds the product information file with its safety report, handles serious undesirable effect reports and is named on the label.
What documents do you supply?
The full ingredient breakdown, manufacturing details and product photography to support your notification dossier, plus batch documentation. The extract specifications for the three botanicals are issued on inquiry.
Can we have exclusivity for our country?
Exclusivity is negotiated against committed volume. The distributor programme explains how territory agreements are structured and how relationships usually progress to them.
